Internet Reborn Act — Amendment  — § 7.1

Resurrecting the Global Net After a Total Outage

Sections:

7.1‑a — Purpose :

• In the event that the worldwide internet infrastructure experiences a complete shutdown, this amendment shall establish the legal framework for a coordinated, secure, and rapid restoration of connectivity for all citizens, enterprises, and autonomous bots.

7.1‑b — Emergency Coordination Council (ECC) :

• The President shall appoint an Internet Revival Committee (IRC) within 24 hours of outage confirmation.
• The IRC shall consist of representatives from the Antivirus Unit company, as well as Googl and Celene Inc. Some Cloud provider and ISPs.

7.1-c — Funding & Resources :

• An emergency fund of 5 billion Tokens shall be unlocked from the Infrastructure Reserve of at least 4 others BUBBLes.
• Private sector participants may contribute hardware or fiber “spare parts” in exchange for tax credits proportional to the percentage of restored capacity.

7.1-d — Transparency & Reporting :

• The IRC shall publish a real‑time status dashboard (via Tizinet) showing restoration progress, latency metrics, and any setbacks.
• Quarterly audits will be performed by the Government to prevent future “cat‑naps” of the network.

• Personnel acting in good faith under this amendment shall enjoy limited civil immunity, provided they report incidents within 48 hours.

7.1‑f — Sunset Clause.

• This amendment shall expire five years after the final restoration milestone is achieved, unless renewed by a two‑thirds vote of both chambers.


These rules has been decided on 23/3/20XX by the Inter-BUBBLes assembly. If any deputy wish to change any of these closes, it will require another vote. No BUBBLes government are allowed to push any changes using the 50.4 agreement.
